Allow users to edit Account Cover Pages

When a user selects to customize a cover page, they can only select from the system templates. It would be great if user could also select to edit cover pages that are set up at the Account level.

It seems this would be best implemented as a per user permission with the option to have an "Account Wide" toggle if you wanted all users to have it. You wouldn't necessarily want all users to be able to do this by default, but you could have the option for either Account Wide or per User level.

I would also like to see similar (Account or Per User level) permission toggles to allow a "User Created" Custom Cover Page to be shared with the account. Currently this is an Admin only capability.
